REGISTRATION PROCEDURE

SOURCES OF INDIGENOUS TECHNICAL DEVELOPMENT

Indigenous development can be pursued by MDITD through any of the following sources:

  • All Govt/ semi-Govt development organisations, including those falling under NESCOM control.

  • All civil firms that have been registered with MoD/ DGDP/ PN.

  • Private Industry of Pakistan.

  • REGISTRATION OF FIRMS

  • In case of a potential civil firm being unregistered with MoD/ DGDP/ PN, contract finalization is to be affected subject to its provisional registration, while pursuing formal registration iaw CFO A-1/08.

  • MDITD is also authorized to register skilled individuals, small manufacturers and talented researchers from various institutes or free-lance. However, MDITD remains responsible for the security of information and their project performance.

  • All prospective firms /manufacturers, interested in taking part in the indigenous development work for the Navy will contact ITD Organization. Factories / workshops of all these firm will be inspected to ascertained their real capacity, capabilities and facilities and to ensure that only genuine manufactures are entrusted with the development /production work and suppliers or middle men are eliminated completely. Industrial Survey Report will be prepared on a standard form and kept for record. Manufactures are to be classified into various groups like Electrical, Mechanical, Rubber, Textile and Chemical so that every one gets only the particular type of work for which he is best suited.

  • The ITD Organization will time maintain a Directory of Trade / Industry and a register of approved / reliable firms.

  • PRE-QUALIFICATIONS OF FIRMS

  • Pre-qualification/ technical evaluation of the firms/ manufacturers involved in indigenous development projects will be conducted by DITD i.a.w the guidelines/ procedures given in CFO A-1/08 and PPRA rules to ascertain the real capacity, capabilities and facilities of firms like Financial Standing, Technological Base, their national and international reputation and to ensure that only genuine manufacturers are entrusted with the development work and suppliers/ middlemen are eliminated completely.

  • Various attributes/ factors to be considered as pre-qualification criteria for inviting firms for particular development projects should cover but not limited to the following, based on last five years data of the firms.

    • Financial Standing
      1. Firm should be capable of executing the contract.
      2. Financial Strength in terms of projects handled.
      3. Audit/ Balance Sheet of the company.
      4. Bank Statement of the company
    • Technological Base and Capability Assessment
      1. Number of Employees.
      2. Skill Set of Resources.
      3. Projects Delivered.
      4. Projects in Hand.
      5. Experience of Projects related to Indigenous Development..
      6. Distinguished Achievements
      7. Company’s Experience in managing large size operational projects.
      8. Company’s presence in Karachi and Islamabad.
    • Reputation
      1. Clientele/ Customers and Testimonials.
      2. Certifications (ISO equivalent).
      3. National/ International Recognition.
